Director- David Brooks
In April of 2001 David Brooks stepped forward to fill a mid-term vacancy on the Board of Directors. Since that time, he has served on many of Templeton's Committees: Finance & Personnel, Parks & Recreation, TCSD/TUSD Ad Hoc, and Refuse.
“With my background I thought I could be of help to the District and brought up to speed fairly quickly,” said Brooks. “I’ve worked in utilities including water, sewer, trash, and even electric at one time.”
Prior to his appointment Brooks attended board meetings as an interested citizen and had developed an understanding and appreciation for the District and its operations.
“I find that the board is a good board to work with and they’ve staffed the District quite well,” said Brooks. “Bill (Van Orden) is an exceptional person—he’s what makes the District go with the guidance of the board.”
“Budget wise the District is frugal with the funds it has and uses them well,” continued Brooks. “The department heads work within the budget and I find the District is exceptional in its ability to qualify for grants and is always prepared to move forward as they become available.”
He went on to say that the District’s primary responsibility is to provide water and sewer for the community.
“Our charge is to provide the best and most economical water that we can,” said Brooks. “The new wastewater treatment plant is a needed project and goes hand in hand with the new water supply (the Graff and Saunders Wells) we’re getting.”
Brooks is pleased with the direction TCSD has taken with other operations as well.
“Our Parks & Recreation Facilities are over and above what you would expect for a small town like this,” said Brooks. “And the Fire Department is well staffed and well provided with equipment.”
He concluded with these thoughts.
“It’s interesting to serve on the board,” said Brooks. “There’s a diverse group people here but we all have one mind setting of wanting to serve our community as best we can with the best water, the best sewer, fire protection, refuse collection, and recreation facilities and activities that we can provide.” Brooks is a retired Naval Commander who flew carrier based Sky Raiders, anti-submarine patrol, and taught other pilots as a flight instructor. During his time in the Reserve, Brooks accrued almost 30 years experience in utilities, spending the last 10 as secretary/treasurer to a board of directors for a water and sewer district in Southern California.
